I am a Professor in the Department of Economics and the School of Public Policy at the University of Calgary in Calgary, Alberta and the Departmental Science Advisor at Environment and Climate Change Canada.

My research evaluates climate policies, and examines the effects of government regulation and policy on energy development and the associated consequences and trade-offs. My research interests include climate policy, energy policy, environmental policy, natural resource development, public finance and the environmental consequences of resource development. I serve on the Mitigation Expert Panel for the Canadian Climate Institute, WPC Energy Canada's Future Leaders Board, and Global Affairs Canada's Environmental Assessment Advisory Group. I am also treasurer for the Canadian Resource and Environmental Economics Association.

Featured Research

Exploring the Landscape of Canadian Climate Policy

I present an overview of modern Canadian climate policy, and then propose a research agenda for future Canadian climate policy research. This potential research agenda follows three themes: effectiveness and cost-effectiveness of policy interventions, equity in climate policy, and understanding policy interactions.


This was published in the 50th anniversary edition of Canadian Public Policy in 2024. 


I presented this work at the Canadian Economics Association Annual Meeting in Winnipeg, Manitoba on June 3, 2023.
